  • Through the institutional articulation processes carried out by the ARN and the implementation of the roadmap, the National Council for Reincorporation (CNR, by its initials in Spanish for "Consejo Nacional de Reincorporación") seeks to strengthen the conditions for the reincorporated population to continue their return to legality.

At the 123rd session of the National Council for Reincorporation (CNR), the representatives of the National Government and ex-combatants of FARC-EP presented the mechanisms, tools and agreements that will allow to advance and speed up the reincorporation process and its consolidation in legality. 

Thanks to the efforts of the Agency for Reincorporation and Normalization (ARN), more than 30 National Government agencies are implementing plans, programs and projects that promote actions related to the reincorporation of more than 13,000 ex-combatants, in accordance with the guidelines and planning of the 'Peace with Legality' policy.

The Presidential Advisor for Stabilization and Consolidation, Emilio Archila, highlighted the President's commitment to comply with those who remain legal and recalled that the reincorporation process has all the guarantees, with special emphasis on the guarantees of economic sustainability, social benefits, land allocation and housing plans. 

The reincorporation process has not been imposed or constructed from a unilateral state perspective, but on the contrary, during the different stages of its design and elaboration, it has counted on the constant participation of the representatives of the ex-combatants in the coordination bodies established for the process.", said Archila. 

As of April 31, 2021, more than 6,567 people in the reincorporation process are linked to a productive project and are developing a business unit, with an investment amounting to $60 billion. Likewise, the Agreement indicated health issues for a period of 24 months, and the government has maintained the enrollment of 98% of the people through the General Health System. 

The Government of President Ivan Duque has a comprehensive proposal for reincorporation, articulated with an interagency approach with follow-up and financing mechanisms, in line with the demands, expectations and needs of the population. We also kept the former territorial spaces for a longer period of time and achieved significant progress in education and community activities", said Andrés Stapper, Director General of the ARN.

The meeting highlighted how, despite the difficulties generated by the COVID-19 pandemic, there has been no hindrance to progress in reincorporation and a series of economic support has been defined for all individuals in the reincorporation process, thereby removing restrictions defined in the National Reincorporation Plan. 

The objective of the National Government is that, at the beginning of 2022, the roadmaps of those who are advancing in their reincorporation process will be defined and thus have better technical conditions to continue establishing, jointly, the path of those who are committed to Peace with Legality. 

The specific proposal, rather than extending Resolution 4309, can help us begin to create a roadmap proposal, which will allow us to make these links, to be able to make the characterization, information gathering, pedagogies in the construction of roadmaps, to be able to build pedagogical activities for the understanding of the reincorporation route and that this will strengthen in the second semester so that, in January of next year, the roadmaps of each of the people in the reincorporation process will be defined one by one", Stapper explained. 

It is important to highlight that all the actions that are carried out in the short, medium and long term are the result of compliance with the planning principles of the State, under the policy of Peace with Legality of the government of President Iván Duque.

 

What is the Reincorporation Route?

The Route is an integral, sustainable and transitory process so that the people in reincorporation who accepted the 'Final Agreement for the Termination of the Conflict and the Construction of a Stable and Lasting Peace', can access their rights from the strengthening of their capacities to reincorporate socially and economically, through a sufficient and adequate institutional offer, within the framework of the National Reincorporation System and other mechanisms of institutional articulation, as established in Conpes (National Council for Economic and Social Policy) 3931 of 2018..

In the virtual meeting of the CNR in the early hours of the morning, the Presidential Advisor for Stabilization and Consolidation, Emilio Archila; the Director General of the Agency for Reincorporation and Normalization (ARN), Andrés Stapper, and the representatives of the ex-combatants of Farc-Ep, Pastor Alape and Luis René Medina. Likewise, the design of a schedule that will advance between both parties in the coming days was agreed to continue complying with each commitment that is acquired in the different CNRs.
