He is a systems engineer with a specialization in the design and social management of technology. He has over 29 years of experience in the field of communication technologies and in the public sector. He has worked as a consultant for the United Nations Development Programme (UNDP), at ASD Ltda., at the District Mobility Secretariat of Bogotá, as an advisor at the Popular Housing Fund of Bogotá, at the Ministry of Health and Social Protection, as technical director of the Administrator of the Resources of the Social Security Health System, ADRES, at the Colombian Family Welfare Institute, and recently at the Government of Cundinamarca.​
