The Government introduced a housing strategy for reincorporation in the coffee-growing region

  • The definitive housing projects to be built in the former ETCRs will be agreed upon with the persons in the process of reincorporation who live there and will be adapted to the particular conditions of each territory.
  • This is the fourth of 6 Housing Fairs to be held in different cities of the country, so that people in the process of reincorporation who live outside the former ETCR can access the subsidies and savings routes offered by the Government and can fulfill their dream of owning their own house. 

Progress in land acquisition, initiation of pre-feasibility studies, design and coordination of construction models for decent housing with the community, access to a savings route, subsidies, credits, among other important benefits, are part of the robust strategy of the National Government so that people who make their transition to legality, and who currently live in the former Territorial Spaces for Training and Reincorporation (ETCR) or outside of them, can make the dream of owning their own house come true. 

These crucial issues were presented in Pereira, during the event 'The Government's commitment to housing for reincorporation', which was attended by national and local authorities, construction companies and private enterprise, which reiterated their commitment to the more than 12,000 people in the process of reincorporation and their families, so that they have guaranteed access to their own housing. 

“¡Peace comes with facts, and we are moving forward with the mandate of President Iván Duque's policy of Peace with Legality by managing territories to consolidate the former ETCRs in the country, and to strengthen the roots of our population with permanent solutions for decent housing and spaces for the development of productive projects", said Andrés Felipe Stapper Segrera, Director General of the Agency for Reincorporation and Normalization (ARN). 

And he added: “Despite the complications caused by the pandemic, we continued working tirelessly and presented a very positive balance in the last year, with the provisional delivery of 10 plots of land for the consolidation of 8 former ETCRs in different parts of the country: Pondores, in Guajira; La Variante, in Nariño (two plots); El Estrecho, in Cauca; Mutatá, Antioquia (two plots); Colinas, in Guaviare; La Fila, in Tolima; Llano Grande, in Antioquia and Charras, in Guaviare. 

Stapper also stated that progress is being made in the pre-feasibility studies of these properties, which will allow the definition of technical aspects for the structuring of the definitive housing projects in the former ETCRs. 

“A little over two months ago we unveiled the rural housing prototype that will be implemented in the former Territorial Spaces for Training and Reincorporation (ETCR) of Llano Grande in Dabeiba, Antioquia, and Los Monos, in Caldono, Cauca. Meanwhile, consultation processes are being carried out with the residents of the other former ETCRs, as the construction processes will be adapted to the particular conditions of each territory. We expect that more than 2,000 people will benefit from this policy".

 

Housing fairs for access to housing on urban land

For the remaining 9,591 people undergoing reincorporation to also fulfill the dream of owning their own house, who are located in 586 municipalities, the Government offers them the full range of access to subsidies by the Ministerio de Vivienda Ciudad y Territorio (Ministry of Housing, City and Territory, MVCT, from its name in Spanish) and the Fondo Nacional del Ahorro (National Savings Fund, FNA, from its name in Spanish) in six fairs to be held in different cities of the country. 

“In August and September, we started in Medellín, Cali and Villavicencio, and last weekend in Pereira we assisted our reincorporated population to get information and start their savings route to obtain the benefits offered by the Government", pointed out Stapper. 

These fairs seek to promote the access of reincorporated people to the offer of programs or projects for the acquisition of housing on urban land, in coordination with public or private agencies at different levels of government that can provide resources to achieve financial closure. The next fairs will be held in the cities of Bogotá (and Soacha) and Popayán, where most of the country's reincorporation process population is concentrated. 

Two people in the process of reincorporation, located in Florencia and Pereira, already have their own houses on urban land thanks to the support of the Agency for Reincorporation and Normalization (ARN) and the National Savings Fund (FNA) to date.  

The ARN manages the access of reincorporated people to the Mi Casa Ya (My House Now) and Semillero de Propietarios (Seedbed of Owners) programs at the national level:

  • Mi Casa Ya (My House Now), is a subsidy for the acquisition of new urban housing. Depending on the income level of households, it can reach up to 30 Minimum Legal Monthly Wages ($27 million Colombian pesos)
  • Semillero de propietarios (Seedbed of Owners), is a subsidy that seeks to stimulate savings, which, in compliance with the conditions, grants lower-income households with less than 6 Minimum Legal Monthly Wages ($5'400,000) for the purchase of a new house.
  • Semillero de propietarios (Seedbed of Owners), is a lease modality that grants a lease subsidy, which promotes the start and maintenance of a credit life through monthly savings with a financial institution; a step-by-step process to acquire a new house.

To date, the national Government has allocated more than 8 billion Colombian pesos tantamount to a total of 369 subsidies granted to people undergoing reincorporation for the acquisition of housing on urban land.

Interesting facts:

  • The Government has already earmarked $16 billion for the purchase of 19 plots in order to move towards the consolidation of the 24 former ETCRs.
  • The National Government has acquired more than 1,100 hectares for reincorporation in the national territory to date, surpassing, even ahead of schedule, the goal set forth in the objectives of the Peace with Legality policy.
  • The Government is moving forward with the respective procedures to begin the construction of decent housing projects for people in the process of reincorporation in the former ETCRs located in Tolima, Arauca, and Antioquia.
  • Pre-feasibility studies began in July to move forward with the definitive housing projects for the former ETCRs of Colinas, Charras, La Variante, Pondores and Yarí, the latter of which will be transferred from the department of Meta to Caquetá.
  • There are 5 more for productive projects in addition to the land earmarked for housing.
