With facts and figures, the national government presented today the progress of the reincorporation of ex - combatants of the former FARC (Fuerzas Armadas Revolucionarias de Colombia - for its acronym in Spanish) who took the step to legality and ratified the commitment to support them for as long as necessary, being the most guarantor processes in the world.
At a press conference from Cúcuta, on the occasion of the day of Peace with Legality (Paz con Legalidad - in Spanish) and follow-up of the Catatumbo Development Programs with Territorial Approach (PDET –
Programas de Desarrollo con Enfoque Territorial - for its acronym in Spanish), the presidential advisor for Stabilization and Consolidation (Estabilización y Consolidación - in Spanish), Emilio Archila, and Andrés Stapper, director for the Agency for Reincorporation and Normalization, (ARN –
Agencia para la Reincorporación y Normalización - for its acronym in Spanish), provided the details of the work carried out throughout the country, for 12,900 ex - combatants.
Archila recalled that the Peace with Legality Policy defined a Reincorporation Route (Ruta de Reincorporación - in Spanish) that has allowed to cover the different aspects of the life of women and men, in a dignified way, thinking about a personal growth together with their family nuclei, with an institutional offer and contemplating the components of health, comprehensive psychosocial, educational, community, family well - being, economic sustainability, habitability and housing.
From August 2018 to September 2021, this administration has invested $ 342 billion, more than $ 90 million dollars, in financial guarantees to ex - combatants. This is only a part of it.
President Duque has gone "all in", with Reincorporation; just mentioning the components of habitability and housing, and sustainability, the results have been present and continue to move forward every day, relentlessly in articulated actions, where different entities work hand in hand so that almost 13,000 people find safety and better living conditions in the transition to legality.
To a question on the safety issue, Archila mentioned that in the current reincorporation process is the one that registers the lowest homicide numbers, although the objective is categorically zero homicides. "We celebrate the capture of alias Otoniel, because the Gulf clan (Clan del Golfo - in Spanish) and other drug gangs are the ones who are attacking the people in the reincorporation process and the whole society", Archila said.
He added that "there is progress in protection and security. There is an articulated work of the Army, the Police, the Intelligence agencies, the special unit of the Prosecutor's Office, the Ombudsman's Office. There are more than 60 special measures and the strategic security plan for ex - combatants and their families was issued 4 months ago. All this to continue coordinating the subject. In addition, hand in hand with the Special Jurisdiction for Peace (JEP –
Jurisdicción Especial para la Paz - for its acronym in Spanish) we are visiting the territories to implement these measures to the particularities of each of the areas where there have been more threats".

Productive projects
More than half of the people in reincorporation have benefited from 3,289 productive projects, 7,327 women and men, who have found the space to exercise skills, which, in addition, have been oriented and accompanied by different entities. $ 71.775 billion pesos have been allocated for this purpose, in an economic reincorporation aimed at the generation of productive, collective, and individual alternatives, for the consolidation of sustainable income sources in the medium and long term within the framework of legality.
A high load of agricultural and livestock projects has allowed those who are in reincorporation to work the fields and to develop their life skills, adding to the generation of sustainability of rural communities. Successful initiatives in fish farming, collective work in the production of Hass avocado, coffee, pineapple, vegetables; growth of beekeeping, sheep, cattle projects; high quality in clothing, brewing of beers, artisanal products elaboration, among others, are an example that the reincorporation is done with facts.
Habitability and housing
In the Peace with Legality policy, a land access strategy was designed to consolidate the old ETCR's. To date, 10 properties have been purchased for the consolidation of 8 old ETCR's in different municipalities of the country: Pondores, in
La Guajira;
La Variante, in
Nariño (two properties); El Estrecho, in Cauca; Mutatá, in Antioquia (two properties);
Colinas, in
Guaviare;
La Fila, in
Tolima;
Llano Grande, in
Antioquia and
Charras, in
Guaviare.
As for progress, the national government exceeded the goal set forth in the objectives of the Peace with Legality policy, by purchasing more than 1,100 hectares for reincorporation, since COP $ 16 billion have been allocated for the purchase of 19 territories in order to move forward in the consolidation of 24 AETCR's in which, there are currently inhabit 2,457 people in the reincorporation process and their families. Additionally, access to 5 properties for the execution of productive projects has been managed.
"With facts, permanently sharing the concerns of those who are in the reincorporation process into the territories, we have managed to consolidate in these years a robust strategy, in which the articulated actions have shown that the Peace with Legality Policy is strengthened every day. We have gone beyond what was agreed, being the people's well - being, the backbone of this process, and aiming at improving the quality of life, determined in access to land and housing, as well as permanent support to execute productive projects ", said Stapper Segrera.
Contributing to the creation of conditions to access to fundamental rights care is a priority of the work of the Agency for Reincorporation and Normalization (ARN), for this reason, more than 99 % of those who move forward in their process are affiliated to the health system, receiving care without pretexts, more than 12,000 members of the pension system and strategies that link children, communities and inter - agencies alliances are just some of the results of the commitment on the path of Peace with Legality.
"Every detail of the components of the reincorporation process has a preparation and consensus is paramount. The agreement is part of the figure of Building on what is ALREADY built. President Iván Duque's instruction is clear, and that message is reflected in the results". Stapper added.
Interesting facts
- 12,920 people move forward in their reincorporation process and access the institutional offer. 9,638 who live outside former territorial spaces, and 2,457 who are residing in the AETCR.
- 95 % of the people in the reincorporation process have bank accounts, more than 11,200 people have a monthly allowance from the ARN.
- 2,265 beneficiaries with the Itinerant Teacher (Maestro Itinerante - in Spanish) educational model, 663 linked to Ploughing the Education (Arando la Educación – in Spanish), 213 in the Adult Training Model (Modelo de Formación para Adultos - in Spanish).
Through an alliance with the National Lerning Service (SENA –
Servicio Nacional de Aprendizaje – in Spanish) and Training Institutions for Work and Human Development (Instituciones de Formación para el Trabajo y el Desarrollo Humano - in Spanish), 5,826 courses, programs and events were offered, to which 8,027 people in reincorporation were linked.
