Director General

Stapper Segrera is an Attorney at Law graduated from Universidad Santo Tomás, holds a Specialist degree in Business Law and Commercial Law from Universidad Colegio Mayor de Nuestra Señora del Rosario, Specialist in Human Rights and International Humanitarian Law from Universidad Externado de Colombia, and has studies in Security and Defense from Escuela Superior de Guerra.

Stapper Segrera has been engaged with ARN since 2007, back when the agency was the Presidential Senior Council for the Social and Economic Reintegration of People and Armed Groups, of the Presidency of the Republic. He has extensive legal experience in matters related to reintegration, reincorporation and reconciliation processes.

He was sworn in as the Head of the Legal Advisory Office and served from February 2013 to January 2015, and advised the General Directorate in the design, coordination, implementation, monitoring, evaluation and improvement of the policies, plans, programs and projects associated with the legal issues of the reintegration policy.

From January, 2016 through May, 2019 he served as Secretary General at ARN – a position in which he coordinated the implementation, accounting, reporting and tax accounts of the Agency, as well as the coordination of all procedures related to contractual management, in compliance with current regulations.

Since March 2018, Stapper Segrera has served as Director General of the Agency for Reincorporation and Normalization (ARN), initially ad hoc and subsequently ratified as of May, 2019.
