Velandia Becerra holds a Bachelor’s Degree in Philosophy and a Specialist Degree in Conflict Resolution (Universidad Javeriana). Velandia Becerra has been with ARN since 2007, when the agency was called the Presidential Senior Council for the Social and Economic Reintegration of People and Armed Groups, under the Presidency of the Republic. He has 12 years’ worth of experience in DDR processes – mainly in planning and developing reintegration strategies focused on the design and implementation of the reintegration route with demobilized individuals and their families. He has participated in the preparation of action plans for the development of competences and skills with vulnerable populations – especially with individuals in the process of reintegration and reincorporation.
From 2007 to 2009, Velandia Becerra worked as a Training for Trades Regional Officer with the Economic Reintegration Unit. In February 2009, he was sworn in as a Training for Trades National Officer, where he contributed in the construction, execution and permanent improvement of the strategy based on training for trades and economic reintegration under the national policy.
From 2013 to 2016, Velandia Becerra served as advisor to the Reintegration Programs Directorate, where he promoted the implementation and monitoring of the reintegration policy at the regional and local level, in accordance with the Agency’s guidelines and strategic objectives.
From February 2016 to June 2019, Velandia Becerra served as the Territorial Deputy Director, managing the design of strategic plans and territorial action plans in pursuance of the Agency’s mission for the development of the policy for social/economic reincorporation and reintegration. He became the ad hoc manager of the Programs Directorate in 2018, and was ratified in June 2019.
